Why don't you go to a PHPBB support site? Edit - I didn't mean that to sound rude. In vbulletin, they have import scripts so that once you set up you vbulletin forum, you run a script to pull data from the database of your old forum, and it sticks it into the vb database. Yes it is. But he wants to go the other way - he wants to change TO phpbb. Why anyone would want to leave vBulletin and go to phpbb is beyond me.
