Problem with loading skins

Everytime i try to install a skin i get:

This file was created using a different version of vBulletin from the one you are running.

Your version: 3.6.8
File version: 3.6.4

My question to you is:

The file version must be the same as the forum version? if not(there is an option for it ) how can i be sure that it won't screw up my forum?

Lastly what knowledge I need to have in order to create a skin and apply it on my forum? I only know photoshop.. What else is needed?

are you checking "ignore style version" before uploading the xml?

I Usually ignore the version and install it anyways, and it still works, just you have to have everything that came with the file and not mix it up or something in your FTP panel files or something
