I was looking for a skin for my forum and i was wornding if i could get one made for me
my forum would be celtic so if anybody would want to make me it let me no
or if u no anybody makes cheap skins let me no aswell :)

You can get a ready-made one for free, but don't expect them to be willing to edit them to your taste.
Or you can pay for a custom skin.

changing the backround image and the colour...

I doubt you'll find a designer to edit one of their free pre-made skins for you. Reason being is you can't just change "a" color. On most skins, if you change the background color, depending on what color is it, everything else has to be changed as well, because all the icons, buttons, etc were made to coordinate with that color.
