This is a simple Off Topic bbcode. This is so if someone decides to make an off topic post in a thread they can use this to make sure everyone knows. LOL I was bored and threw this together.
Goto adminCP>>Custom BB Codes>>Add New BB Code

That is all the changes you need to make. A screen shot of what it does is attached. So now all a user has to do is type there text and it will make it an off topic post.
