This is a popular question, so I thought I would do a little write up on it.
First, you have to Purchase a vBulletin (http://www.dpbolvw.net/d481tenkem13AB88591324B6223) License.
Second, after you download your vBulletin, also download Impex from vBulletin. Impex is the Import/Export script.
Now, backup your old forum and database. I recommend downloading the backup to your computer as well, not just leaving a backup on the server.
Next, install vBulletin on your server. Install it in a different directory then your PHPbb forum. Also, give your vBulletin its own, seperate database.
Now install the IMPEX script.
Perform a few test imports. Make sure you got everything right before you switch your site to your new vBulletin forum.

It is easy to do. I have done this several times. HOWEVER: I cannot say this enough. Take your time, do exactly as the instructions specify. Most importantly, make and save a backup BEFORE you try to do the import. Finally, do not disrupt your current forums until you have completed the import and your new vBulletin forum is running properly with all the data.
