I sold a vBulletin site not too long ago, and wanted to transfer the leased license to the new owner.
First, vBulletin told me that it couldn't be transferred because I had not owned it for more than 3 months. So I waited until 3 months were up and asked them to transfer it to the new owner.
At that time they told me they've changed their policy, they no longer allow transfers of leased licenses. But because I had initially requested the license to be transferred before the new policy went into effect, they'd do it.
But keep this in mind for the future - you can no longer transfer leased licenses!
