He's always there, lurking, watching, waiting, ready to swoop in with justice at the point of a sword: The Forum Zorro!
What does he do? When a thread is seen to be getting out-of-hand, or a user is posting particularly stupid answers, Zorro closes the thread. The last post would leave the "Mark of Zorro", so everyone would know the nonsense was over.
He then posts a step-by-step, post-by-post, witty breakdown/commentary on the thread, bursting all the balloons.
This commentary would show in a small specially-formatted section of each post, so that users could browse the thread normally, but would be able to see Zorro's running commentary at the same time (think of a "Director's Cut voice-over DVD").
Users would know that if a thread is getting out of hand, or that they are being an ass, Zorro might not be far behind, and they could fall victim to his biting wit.
Different moderators could play Zorro when needed, or even deserving users. For example, if someone asks a question, and a user gives a brilliant answer that is lost in the noise, he could be granted the right to "Zorro" that thread.
Zorro: here's where tgreer completely loses his mind...Z
