i just got VBulletin 3.09 And i want to know how to make mods and admins in my forum.

first up, you may want to go to 3.5,

but all you gotta do is let them sign up and then view their user options via the link in the users profile, and change their user groups, you will need to edit your config file to give the admin all permisions.
