How do you define good?

THere are 2 that I know of for vBulletin specifically - One is by vbAdvanced (which is the same one used t opower the VBW TOP TEN (http://www.vbwebmaster.com/links/browselinks.php?c=1) and then there is a free hack Links and Downloads Manager (http://www.vbulletin.org/forum/showthread.php?t=91107) --- THen there are all kinds of directory scripts around that are non vbulletin, like the VBW Directory (http://www.vbwebmaster.com/vbulletin-directory/directory/), which is powered by Links Management Assistant (http://www.onlinemarketingtoday.com/software/link-management/)

I use Chipmunk's Link Directory.

You'll either have to be running php 5.x or add the extensions for it if you're running a lower version.
They have a support forum for it.
