With all due respect, the only search engines on that list worth submitting to (1) don't need manual submission - if you have even one backlink, they'll find you, and if you don't have even one backlink, getting indexed won't help you because you'll be on page 1000+; and (2) accept free manual submissions if you feel better submitting.

The vast majority of those search engines I've never even heard of.

Submitting to all those regional Googles is particularly pointless because at best you'd only be listed in one (and see #1 above).
