Ok so I just downloaded Vbulletin 3.5.3 I read the docs and I still dont get it! Can someone give me a easy tutorial on how to get it setup and how to host it or whatever you do?

I cant help upload but I can help you set it up once it is on your site. I mean helping run it, being a co admin. Go to vbulletin.com. They will eb more than happy to help you.

Question...why would you have downloaded 3.5.1?
If you just purchased vB and are starting brand new, it would only make since to download 3.5.3...I ask this because it sounds to me like you have downloaded an illegal copy of it...

Ok, so you bought the licence, do you have a host, do you have a domain name?
If you have a host, domain name, and account its easy, unzip your Vbulletin file you downloaded, rename the "upload" folder, to "forums", once you have done that, go to the includes folder, and open the file config.php.new in an editor, enter your info there. once you have done that, save the file as config.php in the includes folder. Upload the file you just renamed to forums to your server via an FTP program, then simply go to yourdomain.com/forums/install/ and follow the instructions...

Oh! oops, sorry about that previous post then...Now that I look at it, I'm thinking that the 3 and the 'I' ran together, boy it's been a long day.
So, as far as installing vB, do just as MXjunk said. First you need to find a host though. Almost all hosts these days support everything you need to run vB, so I wouldn't really be concerned about that. Just find a decent host for a good price...all you really need is 100mb of diskspace and 2gb of bandwidth. Make sure you find a host which allows for account upgrades down the road though, as you expand.
