ok this might be hard for me to explain but here goes. my site is under construction so my website addy takes you directly to my forums page. at the bottom of the page i have the link that takes you to my homepage with the correct URL. but at the top of the page where the forum header is, the forum name link does not take you to the forums page.
but i do not have a home page and a forums page, my addy takes you directly to my forums page. so im guessing i have to create a home page with my web addy as the URL and forums page with a different URL? is this right?

id prefer not to give it out just yet until i understand everything about the security. its so new and under construction as well.
ill try and explain by using this example.
i think it has something to do with setting up folders.
my domain name takes you straight to my forums page. i have no home page per se.
for ex. www.vbulletinfaq.com goes to thier homepage which has folders, one being the forums page.
for me, www.mysite.com takes you to my forums page.
id like a home page with my forums page in a folder.
does that make any sense? im really new to all this so thanks.

Ok, assuming you have cpanel your websites home page will work from the public_html folder. If your want you forums in say the forums folder, create a folder called forums in the public_html folder. Then install your forum into the forums folder and link to it from your home page. Don't forget the home page in the public_html folder after the forum install in the forums folder.

ok i think i understand it somewhat now.
my forums are in the root index right because that is where my Vb is installed, the root index.
so now i create a forums folder with a link to it from my homepage. by doind this i still leave my vB installed in the root index right?

no, you need to move vB. In the long run, vb is much easier to mange when in a folder. But with good organization, it can live in the root folder.
If I am following your intention, you want to make a folder and move vB. In the end the only live file in the root should be index.html or index.php from a portal or home page. (of course any needed files for that file too)

ok. i guess it really doesnt matter either way, i had read that its best to leave vB in the root folder(with proper organization).
so i guess it comes down to preference, i can leave my forums as my homepage, or have a sperate home page with a link to my forums page right?

Just take your time and don't be in a hurry. You'll get it.
The important thing to remember is, for questions about most hacks, you should ask at vb.org. That's the official hack/modifications site for vBulletin, and the hack creators themselves are best equipped to answer questions about their hacks
Questions about vBulletin itself, ask here. These guys here carry around a wealth of knowledge in their noggins ;)

I always recommend you place your vBulletin in its own folder.
You dont have to name it 'forums' -- in fact, its not a bad idea to name the folder your primary keyword.
For example. My Team-2G site is about the Mitsubishi Eclipse. There, I placed the forums in a folder called Mitsubishi-Eclipse (http://www.team-2g.com/mitsubishi-eclipse/)
This gets my primary Keyword phrase in the URL of every post.
