I run a couple of community based forums and, to be honest, several seem to average about a post a week. We have very few members and I suspect that is because the internet is so HUGE that any ad or article I post is probably more likely to be read by someone in Hong Kong than by someone in my little Arkansas hick town. Given that, I know there are more than 20k people online in my little town, and many more in the general area. Does anyone have any experience reaching out to local communities? I'm considering advertising in local papers but I hesitate to invest the cash for something that is basically a hobby....

Advertising in local papers, church bulletins, etc.. isn't a bad idea and it may help to send out and distribute flyers too.
Maybe a bumper sticker or car magnet to promote the site locally. Friends, family or co-workers may display a bumper sticker for you and even help distribute flyers to broader area's around you community you normally do not frequent.

My advice would to advertise in as many local papers, magazines, flyers, anything to get the locals aware of your forum. Ask around local shops to be if you can leave flyers with them. If all goes well, and your price is right, you may be able to make money advertising local shops.
