Secondary Usergroups?

I pretty much know how user groups work, I get confused with secondary user groups. A few users have asked to be able to use HTML in their signature for various reasons, I don't mind but I'm not going to allow HTML for everyone that's just not smart.

Luckily all that have asked is moderators so I allowed HTML for their user group. What I want to do is setup a separate user group with HTML allowed in signatures and use it as a secondary group.

How does inheriting permissions work? I'm figuring with I can make anyone (registered users and a few other custom user groups) able to use HTML in their sig just by making them a secondary member on approval. Sound right?

That should do it.

I've got secondary user groups with specific additional forum permissions. But I see there is an option to allow html in signatures (and all sorts of other goodies).

IRO inherited permissions: It seems if the user has a permission from any one or more activated usergroups for their ID, they have that permission.
The permission is only denied if they are denied permission in all the usergroups applicable to that user.
