We are looking into buying links from sites that are within our niche.
My question is what would count the most as a quality link?
A. Relevancy
B. Page Rank
C. Alexa Ranking

Definitely "A: Relevancy".
In second place, "B. Page Rank" but don't go nuts on this one and don't buy PR from known link sellers - Google probably already knows about them and will simply devalue the link.
"C. Alexa Rank" is not even a factor at all.

Relevancy is definitely a big one - also try and steer clear of sites that just by looking at them you can tell that they will not be around for long. Your goal should be to try and build links that will become more valuable over time as they age - not just a few quick and easy blogger links and WP splogs, etc.

I also wouldn't be too afraid of purchasing links on relevant sites that are established, but low PR (as in PR 1, 2 or 3). Chances are, their PR will increase and you'll be along for the ride ;)

With regards to Google I would say that relevancy is the most important. Besides Google who else is there, right?

There is also traffic, which wasnt listed. Personally, I think its best to buy links that offer traffic, relevance and PR.

^ same sentiments here, traffic must also be considered. before, i will choose relevancy as my highest priority.. but now, i'll choose traffic then next to it is relevancy.
