I think you can upgrade to 3.57 from 3.54 and resolve the security issues. But why not also get the additional functionality and got to 3.64?

I am not yet ready to go to 3.6, Have a few mods and a theme I have to port, so I am not ready to get there just yet. I hope to be on 3.6 by Christmas,

If you have 3.5.4 and you intend only to use the 3.5.7 patch, you would need to apply the 3.5.5 and 3.5.6 patches too.
And I would recommend an upgrade also. Since there are no major changes in data or template structure between 3.5.4 and 3.5.7 it would be far more easier than upgrading to 3.6.4.
