No config.php file

After extracting the software there is no config.php.new file in upload/includes. Any suggestions? Thanks

look very carefully Greg. I thought the same thing the past couple of installs I did for clients, but then found it nestled in among some other files in the includes folder. Most of the files are in alphabetical order.... all but that one

I looked & searched with windows explorer and it is definitely not there.

It comes in the package -- look in the "includes" folder.

are you doing an upgrade?

If there are no changes in the the config.php file, they don't include it in the latest upgrade package.
It was not in my last two upgrades

No, I didnt upgrade. I downloaed tha package and tried to get everything to work but I think I screwed up so I deleted everything and then extracted the files again. The first time I extraced the filed the congig.php was there but now, after the second extraction, the file is nowhere to be found.
