Joey does it all with HTML and CSS. The only part of this site that's powered by vB is the forum the rest is regular webpages.

Check on vB.org for the webtemplates hack. That's what I use on my DJ forum for the TOS and privacy policy.

You could also use VBadvanced CMPS. Either one will do what you want.
