Trying to start up a new site

But I'm computer Retarded & have no Idea what I'm doing...:(

My current VB site must of been set up for me? :confused:
I dont remember how I got it started..

Please click this link & tell me what you see?
Is this a VB thing or on my host side of things?

Worst thing is I dont know what user name & password its asking me for :confused:

I would run tools.php through it
And get a new account with a user name and password you will remember

Your forum is turned off which someone did through admincp

Yes, I see the same, it's switched off.

If you have database access, you can look in the user table and see what the Username is. The password is encrypted, probably MD5. If you can't remember it, overwrite it with a new MD5 encrypted password.

Say you want the new password to be "imforgetfull", type that in here http://www.phpbbhacks.com/md5.php and submit. Copy the encrypted version and paste it in the database.

You have to turn your forum back on before it can be used, which I'm sure you're aware of. So you need to go to http://www.class3racing.com/admincp/index.php and enter your admin username and password.

More specifically, just in case you need specifics. Log in to your admin CP.

Once there, Go to the Vbulletin Options menu on the left. Under that menu click on Vbulletin options again.

A menu comes up in the main screen, like shown in the attachment.

I've drawn red arrows in a childish fashion to point to the Turn your Vbulletin on and off option, which you need to select.

Once there, just set the Forum is active? option to "Yes" and then save, and your boards are on.

As shazz said, if you forgot the admin username and password, you can use the file tools.php that you can find in the NOUPLOAD folder inside the vbulletin .zip distribution file. That file can help you setup a new user and give it admin permissions so you can access your ACP again. I think there is a readme file with precise instructions on how to use the tools.php file or you can try go and search the vbulletin documentation.
