Skin help :\

Alright, here I am. I need a skin for my site, but I can't find any that will match what I've got there. The site is currently down, otherwise I would give you a link.
I know it wouldn't be free, but I just want to see if somebody can/might be willing to help me out.
Its rather a tough job (supposedly), so I won't be too upset if nobody takes it. If anybody has played The Legend of Zelda: Twilight Princess, then you might know what I'm talking about (if I can explain this correctly)

In the game, whenever you are in the Twilight Realm, there is a yellow-ish tinge to everything. Like you are in Twilight, basically. Also on the screen, you see tiny little black squares flickering every so often.
I can show you a picture of what I'm talking about once I get home. I'm at school right now, and Websense blocks all gaming related sites :9

That is what I want, though. A background with that Twilight color to it, with small little black squares placed randomly across it (they won't flicker, don't worry) :p
My two questions...

1. Is this possible?
2. How much would something like this cost me?
