New Site Needs Style Fast!

Hi,
I need a custom vbulletin style made. Style based on the band City and Colour (http://cityandcolour.ca). Well basically I would like a picture of dallas green singing implemented in the design somehow, with text 'City and Colour Forum' in cool handwriting at the top. I would prefer a grungy look to the style, but clean looking. I would like the skin to be the normal fixed width. I'm looking for a price thats cheapest as possible. Thank You
