Forum: Setting up and Customizing your Forum

I'd like to add a page to my forum with a personalized message that can be accessed via a link. In other words, I'd send someone a link that they could click on to get to a page that would say something like, "Welcome $Username! Blah blah blah." Anyone have any ideas on how this can be done?
